After serving as National Director of Petroleum Products and Derivatives in the Ministry of Commerce and spending more than two years at the head of the National Office of Petroleum (NAPO), in charge of hydrocarbon exploration, Diakaria Koulibaly finds himself at the helm of the newly formed Department of Hydrocarbons.
The appointment came in the wake of the cabinet reshuffle following the resignation of the Mamadi Youla government and the appointment of Kassory Fofana as prime minister.
Through the creation of this new ministry or appointment, the country’s new authorities seem to take seriously the challenge of oil exploration. The experience of Hyperdynamics with FATALA wells, which has not yet established the presence of crude oil in the Guinean subsoil seems to galvanize the new authorities.
Like Senegal, Mauritania and Côte d’Ivoire, which have already made their first discoveries, Guinea intends to position itself in a sector hitherto relegated to the background for the benefit of mines.
For Diakaria Koulibaly, there is no alternative but to “boost research and increase the drilling of oil wells while improving the legal framework and boosting investments in this sector”.
