The Senegalese Water (Sde) is no longer in charge of the production and distribution of drinking water in urban and peri-urban Senegal. The Eranove subsidiary, which has been managing this lease contract since 1996, has been ousted by Suez as part of an international call for bids.
The allocation notified on October 23 by a provisional opinion of the Ministry of Hydraulics and Sanitation opens a period of negotiations between this group and the State of Senegal. For its part, SDE intends to appeal within 5 days.
The other unfortunate bidder, Veolia, already fired in Gabon, abstains for the moment from any comment. If Suez is confirmed, he will be in charge of this vital service for 15 years at a rate of FCFA 298.5 per cubic meter. Note that the SDE proposed the cubic meter at 277 FCFA HT. Other parameters have obviously prevailed.
The long water shortage that Dakar is experiencing probably has something to do with what is a big surprise to observers. According to our sources, a report of the State Inspectorate General (IGE) on the distribution of water has been the reason for the chances of the SDE. The latter would have made a media release on 17 October, recalling that it was the lowest at the same time that the Directorate of Controlling Public Contracts peeled offers. Could this be the last straw that broke the camel’s back?
The international call for tenders for the management of public service of production and distribution of drinking water was launched in May 2016. The opening of the folds took place on June 1st, 2018.
