A fictitious company bids and wins a contract from the Taazour General Delegation for Solidarity and the Fight against Exclusion, whose High Strategic Council chaired by Head of State Ghazouani includes all key ministers of the Mauritanian government. This is the Bureau of Architecture, Town Planning, Building and Public Works (AUBTP) which is sometimes Nigerian, sometimes Nigerian.
The fictitious company was declared in September 2020 the winner, in a consortium with a Mauritanian consultancy firm, of the contract relating to studies of unserved localities and the development of technical studies and tender documents for the realization of drinking water supply to localities with an underground or surface water source on Mauritanian territory.
The pot aux roses was discovered when the Nigerien expert in this case Abdou Yacouba – whom the Office of Architecture, Urbanism, Building and Public Works presents as its CEO and uses the email address – split in a writing to say that he never created a consultancy firm by the name of AUBTP.
What about the AUBTP company awarded a Taazour contract? As of yet, no official investigation has been announced to determine who is behind the shell company.
