The Bank of Central African States (BEAC) with the assistance of the World Bank (WB) is looking for consultants for project management assistance for the development of a tool for empowering macroprudential stress tests in the Economic and Monetary Community of Central Africa (CEMAC).
This initiative is in line with the 2017-2020 Strategic Plan aimed at strengthening macroprudential analysis in order to provide the institution of monetary issuance in the sub-region with tools allowing the identification, evaluation and systemic risk analysis of savings and credit institutions. The Central Bank needs an instrument to assess the resilience of commercial banks in the face of systemic shocks, particularly macroeconomic ones.
In accordance with the specifications, the firm selected should be specialized in software development and have a proven track record in international institutions. As such, he will mainly participate in the detailed analysis of needs and the formalization of functional and technical specifications, produce a descriptive file of web services, participate in the identification of test case scenarios and the definition of the architecture. application and operating methods, prepare coding tests and ensure the transfer of skills to the BEAC.
Lasting nine months, the mission which begins next March comes in a context of post-Covid economic recovery with projections for community real gross domestic product (GDP) growth of 1.6% in 2021 and 3, 3% in 2022 after the recession of -1.7% in 2020 due in particular to the health crisis which led the BEAC to readjust its monetary policy.
