Dubai: The 3rd Edition of the Petroleum Days
The consulting firm 3M-Partners & Conseils is organizing the third edition of the Petroleum Days from May 28 to May 31, 2025, in Dubai, under the theme:
“Negotiation and Monitoring of the Production Sharing Contract (PSC).”
This edition will focus on two fundamental pillars for the success of the Production Sharing Contract (PSC): negotiation and monitoring.
- Negotiation determines the contract terms and their ability to generate sustainable benefits for national economies.
- Monitoring ensures compliance with commitments and guarantees the full realization of expected benefits.
The PSC is a key legal contract used in many Sub-Saharan African countries, offering state authorities a wide range of legal, technical, financial, and environmental opportunities. To address these challenges, the Petroleum Days were launched two years ago. The last edition brought together 105 participants from seven African countries, representing 21 administrations.
This third edition will welcome hundreds of participants from various African nations, representing entities directly or indirectly involved in PSCs, including:
- Officials and executives from the Ministries of Petroleum and Gas, Economy, Finance, Environment, and Employment;
- Executives from affiliated entities, including the General Directorate of Hydrocarbons, Taxation, Customs, Treasury, and Public Accounting, as well as national oil companies;
- Relevant parliamentary committees;
- Sub-regional organizations;
- Entrepreneurs in the oil and gas sector.

Over three days, eight key sub-themes will be addressed, equally divided between negotiation and monitoring:

- The importance and challenges of joint venture audits;
